That could be it, Claudia, but, given that Errol was insulting a pedophile, I would not be surprised a bit if he was employing Webster’s third definition for kipper (“sprightly, gay, light-footed”) coupled with your definition – if the creep did indeed literally have splayed feet. This may have been a sort of snide slang expression back in Errol’s day and world, sort of like “light in his loafers” and “twinkle-toes” used to be in the USA.
