I believe the film is Adventures of Don Juan. It could be an early scene in Providencia Park around mid October, 1947, or near the end of filming at Lasky Mesa in mid-April, 1948.
Flynn seems to be wearing the same type of cape on horseback.

Alas, I am wrong and have been soundly corrected.
Even though there is some similarity in the garb worn by Flynn, the picture is from Elizabeth and Essex, May 19, 1939. My apologies.

Quite right, Topp of the Popps, the outfit is misleading, but the director indicates the movie. Errol here puts the X in Essex.
